Summary : The fundamental vision of the biosafety act are: 1) biotechnology is a promising technology to satisfy the need of the nation; 2) biotechnology is fast-developing technology so that the biotechnology act should imply futuristic coverage and long lasting; 3) the biotechnology act should be able to function as "umbrella" to the development of national regulation and decision to support the ONE GATE POLICY; 4) since the community has a divers ethnics, culture, tradition and religious creed, the biotechnology act should cover their acceptability; 5) the biotechnology act should secure the sustainable biological resources, biological diversity, biological environment and ecosystem, human and animal health from the possible negative impact of biotechnology, biotechnology products and their product there-of; 6) the biotechnology act covers import-export and trade, direct use and indirect use as food, feed and others, planting, rearing and storage, processing and labeling; 7) proper penalty will be given to violation, including liability and compensation; 8) the biotechnology act should be acceptable to all stakeholders (producers and users, socially - culturally and religiously acceptable to the community)
