Abstract: The Philippines was one of the first countries in Asia to develop a biosafety system. This chapter provides an overview of the management challenges and lessons learned in formulating guidelines for field-testing and for implementing biosafety guidelines in general in the Philippines. The most important message is that biosafety guidelines should be based on sound science and management, implementable within the conditions prevailing in the country, and structured in a way that enables rational risk analysis. Biosafety guidelines provide the framework for ensuring the safe use of and benefits from the products of modern biotechnology.
