Patents are territorial. A patent has no inherent value. Its comes from the market. Hence, patenting is a commercial decision. Patents are double-edged. They become effective instruments of national policy only if there are sufficient inventions by local inventors; otherwise, they can be used to prevent local inventions. If you need to protect, the PVP Act may be more appropriate. A bit of irreverence - perhaps ore than IPRs, what we need now are entrepreneurial scientists.
