Conclusion: Biotechnology offers many opportunities for local government units to solve community problems of hunger, poverty, disease and environmental degradation. It empowers communities to contribute in addressing the challenges of the Millenium Development Goals. The support of the League of Municipalities of the Department of Interior and Local Governments is the key to the implementation of biotechnology programs at the local level. The Department of Agriculture can provide to the implementation of biotechnology programs at the local level. The Department of Agriculture can provide support to local government units for effective utilization of the technologies. At present, very few people are aware of the benefits of biotechnology. Some have already closed their minds to the promises of the technology because of wring information. The agencies involved and the local government units must work hand in hand to inform people of the opportunities for progress and better quality of life offered by biotechnology.
