Summary : Emmanuel Alparce, or Fr. Noli, as he is known to friends and his parish, went from the seminary to the University of the Philippines in Los Baños to study agriculture, shifted course and eventually became a full-time activist, a newsman, and was involved in politics before finally heeding his Creator's call to become a priest. By any standard, he has so far lived a life less ordinary. Fr. Noli is also heading the Department of Agriculture's Technical Committee on Information, Education and Communication on Biotechnology, the committee tasked with making the Filipino people understand biotechnology, the gadgets, genetic engineering, address the concerns of the general public with regard to testing, and basically inform the public about its advantages.
