Central to the adoption of social forestry by the government of Indonesia is the cognizance that forest and water areas are not wilderness devoid of human influence. The social forestry program has been implemented to improve the welfare of communities living within and around state-claimed forest areas through community development. In particular, it provides access rights or partly devolves forest management to local communities.
