The basis of regulating GMOs is an Administrative Order issued by the Department of Agriculture. This is AO no. 8, Rules and Regulations for the Importation and Release Into the Environment of Plants and Plant Products Derived from the Use of Modern Biotechnology, issued on April 3, 2005. This order mandated the Bureua of Plant Industry as the lead agency in the issuance of biosafety permits.
