Abstract: When the Government of Indonesia recognized the potential of biotechnology research in the country. These included (1) inadequate infrastructure to support graduate research and education, (2) inadequate laboratory infrastructure for applied agricultural biotechnology, (3) new demands on human resource development, and (4) poor skills in managing research that created an environment for innovative research addressing national development goals. The Agency for Agricultural Research and Development (AARD) took specific steps to address these constraints. The process began in conjunction with a national priority setting exercise to develop an agricultural biotechnology strategy in Indonesia. This chapter highlights key managerial and policy steps addressing these constraints, helping to gradually evolve a strategy for biotechnology.
