The study showed how the VCDC operationalized the principles of guided democratic participation at the organizational level. Specifically, the principle is concretized through a participatory management using the community organizing methodology. It is evident, therefore, that semi-participatory management and participatory development are closely interrelated under VCDC's context. The observation also brings out a major issue as to whether rural development agencies and institutions adapt a similar orientation as that of VCDC in order to institutionalize a community-based organization. Obviously, this question deserve another study. The author believes that the VCDC case would provide valuable insights to other development organizations in their reorientation efforts.
