Summary : The study attempted to analyze the operationalization of the training and visit (T and V) system in Thailand in order to derive some policy implications for the improvement of the National Agricultural Extension Project (NAEP). Data were gathered from 281 respondents including 75 extension agents, 140 farmers, 27 (SMS) and 39 extension-administrators. Information was also collected through reports, logbooks, notes on meetings, and other similar documents. Descriptive as well as statistical methods were used in the analyzing the data. The findings indicated that training, as a component of the T and V system, needed improvement. There is a need to strengthen its administration, management and curriculum including coordination. This need inevitably affected the visit of the extension agents (EAs) to the farmers. Other aspects vital to the success of the visit, such as transport facilities and supervisory system, were also described by the EAs as inadequate. Moreover, budgetary and personnel management problems served as constraints in the operationalization of the T and V system. Aspects of the external environment that affected the operationalization of the NAEP were irrigation, marketing, credit, and technology. Despite these constraints, however, NAEP's implementation brought about an increase in the number of extension staff and budget.
