The study was conducted in Genitligan, Baras, Catanduanes to document the effectivenss of Catanduanes Upland Development Project (CUDP) management goals. Specifically, it attempted to: 1) identify and explain the factors that contributed to upland people empowerment; 2) describe the level of empowerment attained in the project area; 3) identify problem areas and prospects for upland people empowerment; and 4) recommend solutions toward increasing the effectivity of the project. A structured and unstructured interview schedule was used in primary data gathering. The respondents included project implementors and 50 participants. Participant observation was likewise done to get more information. The data were presented in descriptive form. The result and discussion have shown that close to half of the respondents (46 percent) were of the older group (over 55 years). The age range of all respondents was 28-over 55 years old. Almost all respondents (92 percent) have at least reached elementary education. About 4-5 in 10 (46) respondents have a household size composed of six members. The farm of 38 percent of the respondents belong to the bracket of 2-4 hectares.
