Formulating objectives properly is critical to evaluation because it facilitates indicator for measurement. Evaluation will be possible if the standard is clearly stated and provided in the objectives can be used for evaluation and what indicators availabe in the objectives and evaluation model applicable to the corrected objectives are questions the analyst seek for answer. This study aimed to analyze the formulated objectives of selected NFE training program in Eastern Indonesia, its implication to appropriate evaluation model, recommend a new set of objectives that are measurable, and propose the most applicable evaluation model to the corrected objectives. The analyst conducted literature review and used the tool provided in some references, such as taxonomies of educational objectives covering cognitive, affective and psychomotor learning domains in classifying the objectives. The result showed that the formulated objectives of selected objectives of NFE training program in Eastern Indonesia were too general, not measurable and not attainable. There has no indicator available for measuring the trainee performance; thus it was not adequate for evaluation.
