The study attempted to determine the level of participation of the Tambon Council in Tambon Development Planning (TDP) in Northeast Thailand. It also studied the relationships between selected factors such as socio-demographic, socio-psychological, organizational and community condition factors, and level of participation of the Tambon council members in their participation in TDP. One hudnred ninety-two Tambon council members served as respondents of the study. All Tambon council members were male and about 47 years old. Most had reached primary education (pratom 1-6), were residing in the study area, and had been members of the Tambon council for about six years. Majority were members of the Tambon council which had a size of less than 25 members. they claimed that the quality of the national government contribution to Tambon council was poor, but they perceived the quality of leadership of Tambon council members as effective. Most of the leaders in the Tmbon council had democratic leadership style. The respondents also agreed that the community condition was not a serious problem.
