A comparative research under the descriptive case study was conducted. The two separate initiatives on securing fisherfolk settlement by a non-government organization called the Sentro para sa Ikauunlad ng Agham at Teknolohiya, Inc. (SIKAT, Inc.) in Felmida-Diaz, Cabangan, Camarines Sur were the chosen social objects. There were two (2) groups of respondents in this study. first, the staff of SIKAT, Inc. and the Camarines Sur Provincial Government who were considered as the "change agents" in initiating the project on the fisherfolk settlement. Second group of respondents was the fisherfolk beneficiaries in Barangay Felmida-Diaz Cabangan, Zambales and Barangay San Roque in Calabanga respectively. Mini-scale survey through a guided questionnaire, key informant interviews and focus group discussion were used as data gathering tools. The researcher likewise used content or document analysis due to the unavailability of the Camarines Sur Provincial Government's officials for interview. Content analysis supplemented the information which had been gathered form the beneficiaries in Calabanga, Camarines Sur. The combination of quantitative and qualitative methods was used to find out the assessment of the beneficiaries on the fisherfolk settlement initiatives, its effectiveness and impact to thier well-being. Using a schematic diagram, the comparison on the implementation strategies used by SIKAT, Inc. and the Camarines Provincial Government was presented in this study. Based on the study, specific recommendations were made and addressed to the national government, local government units, non-government organizations and future researchers.
