Community-based forest management (CBFM) projects in the Philippines are characterized by a network-based set of assets, which has evolved and been sustained since the implementation of the CBFM strategy. Success depends on the influence of external actors on local power relations within the community. It is important to maintain close and consistent ties with external actors who are in the network of power and influence governing the CBFM engagements.
