Organizational Performance Assessment System (OPAS) evaluates performance at two main levels: that of the outputs produced by the organization and that of the management factors that determine output productivity and organizational performance. The output assessment reviews the productivity of the organization in terms of the research and service outputs that it produces. The management assessment uses a self-assessment process to review, in a participatory manner, the organizationâs strengths, weaknesses, and constraints in a number of key management areas. The guidelines also recommend that outcome assessment be undertaken as a separate process that tracks individual outputs over time in order to determine their relevance and usefulness to clients.
