Abstract: International collaboration plays an essential role in building capacity in developing countries for making research, management, and policy decisions for biotechnology. This chapter analyzes the design and implementation of an international initiative in biotechnology undertaken by a bilateral development agency. It describes the project's origins, how priorities were set, innovative mechanisms for supporting commercial research, and the way in which final proposals were solicited and selected. It highlights the associated managerial, oversignt, and funding issues faced by the agency during this process with regard to stimulating public-private sector partnerships.
